IRP License Plate
IRP stands for the International Registration Plan. The
Plan is a method of registering fleets of vehicles that
travel in two or more member jurisdictions.
What is the International Registration
Plan (IRP)
The International Registration Plan is an apportioned or
"prorated" registration program that allows payment
of license fees based on the total distance operated in
two or more member jurisdictions. All jurisdictions have
agreed to allow one jurisdiction (base jurisdiction) to
collect the license fees due. The base jurisdiction calculates
and collects the license fees due to all member jurisdictions
in which the registrant's fleet/vehicles will be operated.
The fees are divided and disbursed periodically.

What Is IFTA?
IFTA-the International Fuel Tax Agreement-is a cooperative
agreement among states and provinces in the U.S. and Canada.
It is designed to simplify fuel tax licensing and reporting
requirements for interstate motor carriers. In California,
IFTA is administered by the State Board of Equalization
Which Taxes and Fuels Does
IFTA Cover?
Taxes: IFTA covers fuel taxes only. It does not cover road
taxes, weight mileage taxes, or any other jurisdiction-specific
taxes. You must continue to pay these taxes directly to
the jurisdictions in which you travel.
Fuels: Under IFTA, you must generally report information
on all fuels used to power our qualified vehicles. However,
reporting requirements for fuel used in each jurisdiction
are based on that specific jurisdiction's laws and may vary.
For example, California requires carriers to report their
use of diesel and "use fuel" for miles traveled
in this state. (The most common use fuels are LPG, LNG,
CNG, and alcohol fuels such as ethanol, methanol, E-85,
and M-85.) California does not require carriers to report
use of gasoline, natural gasoline, or gasoline/alcohol blends
that contain more than 15 percent gasoline. If your vehicles
operate using a fuel other than diesel, please contact us
regarding reporting requirements
When are IFTA reports due?
Under IFTA, you are required to file quarterly fuel tax
reports. The reporting quarters and due dates are:

January - March April 30
April - June July 31
July - September October 31
October - December January 31
To avoid penalty for late filing, the tax reports must
be postmarked no later than midnight on the date indicated.
If the last day of the month falls on a Saturday, Sunday
or legal holiday, the next business day will be considered
as filed timely.
All licensees must submit the IFTA tax report every quarter.
A report must be submitted each quarter even if:
No taxable miles were traveled
All miles traveled were in California
CA#, ICC,
MC, DOT, MCP Permits
What is CA# Permit?
The Carrier Identification number (CA#) is issued by the
CHP as part of their Biennial Inspection of Terminals (BIT)
program. However, not all carriers who require an MCP need
to be part of the BIT program.
What is ICC Authority?
Formerly known as ICC or FHWA authority, Interstate Operating
Authority is permission granted by the federal government
to transport regulated freight across state lines. Interstate
Operating Authority is now granted by the Office of Motor
Carrier Safety Administration under the auspices of the
FHWA. Unlike many of the other regulations governing interstate
operations, there is no minimum weight threshold that requires
compliance. Any vehicle operating for hire in interstate
transportation of regulated freight or passengers must have
operating authority.
What is an MC Number?
An MC number is issued by the FMCSA. It grants the right
to commence operations in interstate commerce in the transportation
industry. There are several factors involved in obtaining
an MC number including a USDOT number, BOC 3 Process Agents,
and Insurance.
What is a USDOT Number?
A USDOT number is issued by the US Department of Transportation.
It tracks all your company's information with the different
Federal and State Agencies. A USDOT number does not constitute
authority to operate in interstate commerce.
What is a MCP "Motor Carrier of Property?"
As defined in Section 34601 VC, a motor carrier of property
is "any person who operates any commercial motor vehicle."
What is a Motor Carrier Permit?
A motor carrier permit is a document issued by the DMV's
Motor Carrier Permit Branch. The permit is issued to the
motor carrier as evidence of the registration with the DMV
of their California Identification number (CA#), as required
by CVC Section 34620. Additionally, the permit verifies
the motor carrier has met all of the statutory requirements
to commercially operate motor vehicles on California's highways.
The permit contains information specific to the motor carrier
(e.g., name, mailing address, CA#, and effective/expiration
dates of the permit).
